Axelar Developer Group Proposal

This proposal withdraws funds from the community pool to initially fund the Interchain Developers Group (IDG) as mentioned here: https://community.axelar.network/t/funding-the-idg-development-effort/2785. The IDG will research and develop infrastructure full-time, starting with items called for in the Axelar teams 'call for infrastructure'. The IDGs mandate is to build what is needed to accelarate app building on the upcoming Axelar Virtual Machine for all developers.
